È un programma che considera prioritaria l’attuazione della Costituzione, non più solo la sua difesa. Pertanto appare necessario per interrompere il suo svuotamento costante con legge ordinaria e la strisciante trasformazione della repubblica parlamentare in repubblica presidenziale approvare una legge proporzionale senza soglia per ritornare alla centralità del Parlamento. Si deve eliminare il pareggio di bilancio in Costituzione che indebolisce i diritti primari.
