The Senate’s 122 proportional seats are shared out inside the regions, one region at a time, not across the national total: the national percentage above does not by itself say how many seats move. This is the count that decides them.

The seats column counts the proportional seats the ministry has already allocated in that region, normally once its count has closed. While a cell is empty those seats have not been allocated yet — they are not zero. “Senators 2022” is how many senators the region elected in total in 2022, single-member and proportional together, and says how much it weighs in the count.
Valle d’Aosta (1 seat) and Trentino-Alto Adige/Südtirol (6 seats) elect their senators in single-member districts only: there is no list vote there to report, and a zero percentage would state something false.
The 4 overseas seats are not in the ministry’s regional data and are not in this table. With the 74 single-member seats and the 122 proportional ones they make up the Senate’s 200.

Each bar is that list’s share of the valid votes, on a track that runs to 100%. The dashed rule is the 3% threshold: a list that passes it shares in the proportional allocation. At the end of each row is what became of that list.
3% — list
For a list the threshold is 3% of valid votes (art. 83, d.P.R. 361/1957): below it a list takes no part in the proportional allocation, save by the route reserved for linguistic minorities. Coalitions have a threshold of their own and are not among the bars — they are not one more list — but they are in the table below and in the “Seats against votes” chart.
A coalition shares in the allocation with at least 10% of valid votes and at least one list above 3%. In 2022 the coalitions are 2, centre-right, centre-left, and both met the two conditions. Movimento 5 Stelle and Azione – Italia Viva were linked to nobody, so only the 3% applied to them.
Inside a coalition, the votes of a list below 1% are not added to the coalition’s total; those of a list between 1% and 3% are, without earning that list any seats of its own. That is how a list can contribute to a coalition’s result and end with nothing — and why the coalition figure in the table below is lower than the votes the coalition actually received: those are in “Seats against votes”, further down this page, which counts all of them and says so.
SVP-PATT is the interesting case: 0.4% nationally, far below 3%, and one seat in the proportional allocation. The list stood only in Trentino-Alto Adige/Südtirol, a special-statute region with particular protection for the minority, and had candidates elected in 2 of the constituency’s 4 single-member districts — against the quarter, rounded up, that the law requires, which is 1. Having cleared that test, the national threshold does not apply.
The seat column counts proportional seats only, the only ones allocated list by list. A single-member district is won by one candidate backed by several lists together, and the ministry does not publish that candidate’s party.

List votes include those cast for the single-member candidate alone: the law attributes them to the lists backing that candidate, in proportion to the votes each took in the district.
These totals exclude Valle d’Aosta and the overseas constituency, which the ministry publishes separately. The seat counts include them.
From votes to seats, by coalition and by list
In the 2022 Chamber election the centre-right took 43.8% of the list votes and 59.3% of the 400 seats, a gap of +15.5 points. The two charts say how wide it is and where it comes from: almost all of it from the 147 single-member districts, where whoever comes first takes everything — there the centre-right is +57 seats against its share of the vote, against +7 across the 244 of the proportional allocation.

The vote share sums every list that declared the collegamento: centre-right 43.8% and centre-left 26.1%. For the 10% threshold, art. 83 counts only those above 1%, so the figure becomes centre-right 42.9% and centre-left 25.5%: the difference is Noi Moderati/Lupi - Toti - Brugnaro - UDC 0.9% and Impegno Civico Luigi di Maio - Centro Democratico 0.6%. They are two quantities of one coalition, not two measurements of one quantity, and the list table prints the second.
Where the gap is made

No coalition is owed a share of districts equal to its share of votes: the yardstick is a basis for comparison, not a promise unkept, and it is the only one available because the list vote is the sole national preference published. One of the 147 districts is Valle d’Aosta, whose votes the ministry publishes separately: that makes the yardstick imprecise by less than one seat.
The hollow bar on the last row measures the threshold, not the districts: of the 13 lists summed into it, one shared in the allocation — Sudtiroler Volkspartei (SVP) - PATT — by the route art. 83 comma 1 lett. e) reserves for linguistic minorities; the rest were below 3% and standing alone.
The two denominators are not the same universe: the vote share is of the 28,096,790 valid list votes in the 27 constituencies, which exclude Valle d’Aosta and the overseas seats; the seat share is of all 400 seats, those included. Of those, 399 are attributed here — 147 in the single-member districts, 244 in the proportional allocation, 8 overseas, which do not enter the gap between the two halves because they pass through neither; one is left unattributed in the ministry’s open data.
The rows are the declarations of collegamento (art. 14-bis, d.P.R. 361/1957), one for each of the 147 districts: 2 come out of them, centre-right (4 lists) and centre-left (4 lists); Movimento 5 Stelle and Azione - Italia Viva - Calenda stood alone. That is the finest grain the source allows, because for a single-member candidate the ministry records the lists that backed them and never the party they belong to.

3% — list
At the Senate the threshold decided everything: the 7 lists above 3% hold seats, and not one of the 15 below it does. The Chamber did not work out that way — Sudtiroler Volkspartei (SVP) - PATT entered the allocation on 0.4% nationally, by the linguistic-minority route, which nobody took at the Senate in 2022.
The threshold is 3% of valid votes nationally (art. 16-bis, d.lgs. 533/1993), and it is national exactly as in the Chamber. The seats it hands out are not: the Senate’s 122 proportional seats are shared out inside each region. For a coalition the threshold is 10%, with at least one list above 3%; the coalitions are not among the bars, they are in the table below.
The national 3% is not the only way in, and the Senate assembles its alternatives differently from the Chamber: 20% of the valid votes in a single region also qualifies — and there, unlike in the Chamber, the list need represent no linguistic minority — or, for minority lists, election in at least a quarter of the regional constituency’s single-member districts. In 2022 no list below 3% got there: the nearest is Sud Chiama Nord, on 13.1% in Sicilia.
Inside a coalition, the votes of a list below 1% are not added to the coalition’s total; those of a list between 1% and 3% are, without earning that list any seats of its own. The Senate has one exception the Chamber does not: a list that won at least 20% of valid votes in a region counts towards its coalition’s total regardless.
The Senate’s collegamenti are not in the result, which the ministry publishes region by region: they are in the same ministry’s candidate files, declared district by district under art. 14-bis. These are those, not the Chamber’s links lent to the Senate. Two lists also ran alone in Trentino-Alto Adige without that dissolving the national link: the source’s entry lists them.
The shares are of the valid list votes of the 18 regions that have a list vote. Valle d’Aosta and Trentino-Alto Adige/Südtirol elect 7 senators with no list vote at all: they are in neither the numerator nor the denominator of any of these thresholds. The 4 overseas seats are outside them too.
The seat column counts proportional seats only, the ones allocated list by list. At the Senate they are not one national allocation: they are the sum of 18 regional ones, one per region. It is also why this panel draws no seats-versus-votes comparison where the Chamber’s panel does — nationally, for the Senate, that comparison corresponds to no calculation the law performs.

Who turned out, region by region: the 2027 baseline
Every region with its real borders. The colour is turnout at the general election of 25 September 2022 — voters as a share of registered electors — in five five-point bands. It is the scale a polling day’s turnout is read against: the Interior Ministry publishes turnout at 12:00, 19:00 and 23:00, many hours before any result.

The finding is not the average, it is the distance. In the centre and north 68.4% of electors voted; in the south and the islands 55.5% — 12.9 points apart. The 7 lowest-turnout regions are all southern or island ones, one after another at the foot of the table, with no northern or central region breaking the run.
Between the region that voted most and the one that voted least there are 21.2 points: Emilia-Romagna 72.0%, Calabria 50.8%.
This figure is not behind the Camera/Senato picker because turnout is a fact about the polling day, not about a chamber: since 2021 both are elected by the same electorate, and in 2022 the ballot papers taken differ by 1,511 out of 29,413,657.
